These coins were Minted by mistake by Kolkata mint in 1996. Netaji Subhash Chandra Bose Birth Centenary was in 1997. Realising this mistake, minting was immediately stopped and coins that were already in circulation were called back. Only a few coins that couldn't be returned, stayed in circulation.
In a recent RTI, Kolkata mint disclosed that only 3500 such coins were ever Minted in 1996.
